This volume was prepared in 1924 by the Committee on Industry and Trade which was appointed by the Government in 1924, under the chairmanship of Sir Arthur Balfour to enquire into the conditions and prospects of British industry and commerce and to make recommendations with regard thereto.
The volume contains a valuable and lengthy introduction summarising the main factors in industrial relations in this country, and the report itself consists of chapters on population, wages, conditions of labour, unemployment, machinery for industrial negotiation, together with statistical tables.
The chapter on machinery for industrial negotiation contains, inter alia, much detailed and general information regarding the history of conciliation and arbitration; the negotiating machinery which has been set up in a number of important industries; trade boards; Joint Industrial ("Whitley") Councils and Works Committees and the compulsory enforcement of voluntary agreements.
Although in some particulars out of date, the Report is the only official publication in which the many aspects of industrial relations have been collectively reviewed and givès much useful information.

This work, by J.H. Richardson, M.A., liontague Burton Professor of Industrial Relations in the University of Leeds, forms part of a programme of research on industrial relations undertaken by the International Labour Office. It contains much useful and detailed information obtained from official and other authoritative sources and reviews the development, structure and policy of the trade union movement and of employers' organisations in this country; it examines the joint machinery which has been established in important industries for negotiation and conciliation, and describes the statutory machinery for conciliation and arbitration and the various statutory measures for wage regulation, as well as the methods applied in certain progressive undertakings for establishing good relations between the management and work- people. The volume also contains chapters on Works Councils, Industrial Welfare, Labour Management and other matters related to industrial relations in this country.

Committee on Relations between Employers and Employed.
The Government Committee on Relations between Employers and Employed was appointed in March, 1916, under the chairmanship of the Right Hon. J.H. Whitley, M.P., to:-
"(1) make and consider suggestions for securing a permanent improvement
in the relations between employers and workmen;
and
(2) to recommend means for securing that industrial conditions affecting
the relations between employers and workmen shall be systematically reviewed by those concerned, with a view to improving conditions in the future."
